Australiano de nacimiento, criado en Belfast (Irlanda del Norte). Estudió en un instituto especializado en arte digital (Hazelwood College) i se graduó en Comunicación Visual en la Universidad d’Ulster en 2001. Posteriormente volvió a vivir a Australia, y finalment hoy en día reside en Brooklyn (USA), desde donde crea sus obras.

Lleva vendidos más de 10 millones de álbumes infantiles ilustrados en todo el planeta traducidos en una treintena de idiomas.

En 2004, su libro Cómo atrapar una estrella fue publicado por los libros de Harper Collins Children's. Tras el éxito internacional de este título, Oliver hizo Perdido y encontrado, que fue un éxito más de ventas y benerado por la crítica; este libro ganó el Premio de Oro para Libros Infantiles de Nestlé en 2005.
